Thailand’s Flood Challenge: Coordinate River Basin Management, Protect Floodplains and Strengthen Early Warnings

•••••••••

Flooding in Thailand results from several interacting factors: heavy rainfall, physical geography, urban expansion and water management. Reducing damage requires coordinated action across upstream, midstream and downstream areas, alongside fair treatment of affected communities.

In Flooding in Thailand: Understanding the Causes, Recognizing the Risks and Finding Sustainable Solutions, Dr. Sathit Luangcharoenlarp explains that the lower Chao Phraya basin faces upstream runoff, local rainfall and high tides. Low terrain, river bottlenecks and land subsidence further complicate drainage. Filling flood retention areas, encroaching on canals and obstructing waterways can also reduce the landscape’s capacity to accommodate water.

As homes and factories expand into flood-prone areas, potential losses increase. Effective solutions must combine four priorities: improving drainage, protecting flood retention areas, aligning land-use planning with water flows, and strengthening early warning systems.

The nine flood mitigation programs for the lower Chao Phraya basin must be assessed as an integrated system. Faster drainage in one area can increase pressure downstream if receiving waterways lack sufficient capacity. Project assessments should disclose costs, benefits and impacts, while ensuring fair compensation for affected people.

While major projects are being developed, priorities include maintaining canals, water gates and pumps, preserving flood retention areas, and issuing clear warnings that explain which areas face danger, when flooding may occur and what residents should do.

Households should prepare medicines, essential documents and evacuation routes, with arrangements to support vulnerable family members.

The goal is to give water room to flow and space to be stored, while helping people prepare and guiding development away from flood risk.
