หมอตุลย์ยืนยันจุดยืนว่า เรื่องนี้ยังไม่ควรถูกถือว่าจบ เพราะยังมีคำถามสำคัญที่ต้องหาคำตอบ ทั้งการแก้ไขคะแนนเกิดขึ้นได้อย่างไร ใครมีส่วนเกี่ยวข้อง ใครเป็นผู้เปิดช่องหรือสนับสนุน และมีบุคคลที่อยู่เบื้องหลังมากกว่ากลุ่มผู้ปฏิบัติการที่ถูกดำเนินการไปแล้วหรือไม่
พร้อมกันนี้ยังเรียกร้องให้ขยายการตรวจสอบย้อนหลังไปถึงปี 2566 เพื่อคลี่ให้เห็นภาพทั้งหมดของปัญหา ไม่ให้การสอบสวนสิ้นสุดลงเพียงผู้ที่ถูกตรวจพบในรอบล่าสุด
ตัวเลขคดีสะเทือนทั้งระบบ
ข้อมูลผลการตรวจสอบการสอบท้องถิ่นปี 2568 ที่เผยแพร่เมื่อวันที่ 5 สิงหาคม 2569 ระบุว่า มีผู้สมัครสอบทั้งหมด 438,277 คน เข้าสอบจริง 279,949 คน และมีผู้ได้รับการขึ้นบัญชี 55,193 คน
แต่ตัวเลขที่กลายเป็นจุดใหญ่ของคดี คือการตรวจพบผู้ที่มีการแก้ไขคะแนนจำนวน 5,925 คน
ในจำนวนดังกล่าว 5,145 คน เดิมสอบไม่ผ่าน แต่คะแนนถูกแก้ไขจนกลายเป็นผู้สอบผ่าน ขณะที่อีก 774 คน เดิมสอบผ่านอยู่แล้ว แต่พบว่ามีการเพิ่มคะแนน
ผลจากการตรวจสอบนำไปสู่การเพิกถอนการบรรจุ 3,404 ราย ขณะที่ผู้สอบผ่านโดยสุจริตประมาณ 49,274 คน สามารถเดินหน้าตามบัญชีที่จัดทำขึ้นใหม่
นอกจากนี้ ยังมีอีก 97 รายที่ต้องเข้าสู่การตรวจสอบเชิงลึกเพิ่มเติม เนื่องจากถูกระบุว่าอยู่ในกลุ่มที่มีการเพิ่มคะแนนและได้รับการบรรจุเข้ารับราชการไปแล้ว
คดีเดินหน้าถึงขั้นแจ้งข้อกล่าวหา
ความเคลื่อนไหวล่าสุด เมื่อวันที่ 10 สิงหาคม 2569 เวลา 10.21 น. เจ้าหน้าที่ท้องถิ่น 7 คน ซึ่งถูกกล่าวหาว่ามีส่วนเกี่ยวข้องกับขบวนการแก้ไขกระดาษคำตอบ ได้เดินทางเข้าพบพนักงานสอบสวน กองกำกับการ 2 กองบังคับการปราบปราม เพื่อให้ปากคำและรับทราบข้อกล่าวหา
เบื้องต้นมีการแจ้ง 3 ข้อกล่าวหา โดยผู้ถูกกล่าวหาทั้งหมดเดินทางมาตามหมายเรียก และมีที่ปรึกษาทางกฎหมายร่วมรับฟังการดำเนินการ
นั่นทำให้คดีที่เริ่มต้นจากข้อสงสัยเรื่องคะแนนสอบผิดปกติ กำลังขยับจากกระบวนการตรวจสอบทางปกครองเข้าสู่การดำเนินคดีและการค้นหาผู้ที่อาจมีส่วนเกี่ยวข้องในวงกว้างมากขึ้น
ปมลากยาวมาตั้งแต่ต้นปี
ข้อสงสัยเกี่ยวกับการสอบท้องถิ่นไม่ได้เพิ่งปรากฏขึ้นในเดือนสิงหาคม
ตั้งแต่ช่วงเดือนกุมภาพันธ์ 2569 กรมส่งเสริมการปกครองท้องถิ่นและ กสถ. เคยออกมาชี้แจงกรณีมีคลิปเสียงกล่าวหาเรื่องการเรียกรับเงินเพื่อช่วยเหลือในการสอบข้าราชการท้องถิ่น และมีการตรวจสอบข้อร้องเรียนเกี่ยวกับกระบวนการสอบมาอย่างต่อเนื่อง
ภายหลังพบความผิดปกติของคะแนนจำนวนมาก กสถ.ได้ปรับกระบวนการจัดทำบัญชีใหม่ ทำให้เรื่องนี้ไม่ได้หยุดอยู่เพียงการแก้ไขรายชื่อผู้สอบผ่านหรือการเพิกถอนผู้ได้รับการบรรจุ แต่กำลังขยายไปสู่การสอบสวนบุคคลที่อาจมีส่วนเกี่ยวข้องกับการแก้ไขคะแนนและกระบวนการทุจริตทั้งหมด
วันที่ 11 สิงหาคม 2569 เวลา 10.30 น. จึงกลายเป็นอีกหนึ่งจุดสำคัญที่ต้องจับตา เมื่อหมอตุลย์เตรียมยื่นหนังสือถึงนายกรัฐมนตรี ผลักดันให้รัฐบาลเดินหน้าขยายผลการตรวจสอบ พร้อมย้ำจุดยืนว่า “เรื่องมันยังไม่จบ”

The controversy surrounding alleged fraud in Thailand’s 2025 local government recruitment examination is far from over, as Asst. Prof. Dr. Tul Sittisomwong prepares to submit a petition to the Prime Minister on Tuesday, August 11, 2026, at 10:30 a.m. at the Government Complaint Center, located at the former National Anti-Corruption Commission office.
Dr. Tul is calling for the investigation to be expanded to cover everyone potentially involved and to trace the alleged scheme all the way to its source.
He maintains that the case should not be considered closed while crucial questions remain unanswered: How were the scores altered? Who was involved? Who enabled or supported the process? And were there people behind the operation beyond those who have already faced action?
He is also calling for investigators to look back as far as 2023 in order to determine the full extent of the alleged irregularities.
Figures that shook the system
Results of the review of the 2025 local government examination, released on August 5, 2026, stated that 438,277 people applied, 279,949 actually sat for the examination, and 55,193 candidates were placed on the eligibility list.
The most striking figure was the reported discovery of 5,925 candidates whose scores had been altered.
Of these, 5,145 had originally failed but were subsequently given adjusted scores that placed them in the passing category. Another 774 candidates had already passed but were found to have received additional points.
The review resulted in the revocation of 3,404 appointments, while approximately 49,274 candidates deemed to have passed legitimately were allowed to proceed under a newly revised list.
Another 97 cases require further in-depth scrutiny because they reportedly involve candidates whose scores were increased and who had already been appointed to local government positions.
Seven officials face allegations
The case has also moved further into the investigative stage.
At 10:21 a.m. on August 10, 2026, seven local government officials accused of involvement in the alleged alteration of examination answer sheets appeared before investigators from Division 2 of the Crime Suppression Division to give statements and formally acknowledge charges.
Three preliminary charges were reportedly brought against them. All seven appeared in response to official summonses and were accompanied by legal advisers.
What began as questions over unusual examination scores has therefore expanded beyond an administrative review and into a broader investigation into individuals who may have played roles in the alleged scheme.
Questions dating back to early 2026
Concerns surrounding the examination did not begin in August.
As early as February 2026, the Department of Local Administration and relevant local personnel authorities addressed allegations surrounding an audio recording reportedly involving demands for money in exchange for assistance in passing the local government recruitment examination.
Complaints and questions concerning the examination process have since been investigated continuously.
After widespread score irregularities were discovered, authorities revised the eligibility lists. The controversy therefore no longer centers solely on correcting examination results or revoking questionable appointments. Attention has shifted toward identifying those who may have participated in altering scores and determining whether a broader network was involved.
August 11 at 10:30 a.m. will therefore become another key moment in the case, as Dr. Tul prepares to submit his petition to the Prime Minister and press for the investigation to continue.
His message is clear: “It’s not over yet.”
With thousands of altered scores, thousands of appointments revoked and officials now facing allegations, the central question is no longer simply “Who did it?” but also “Who was behind it?” — and how far investigators will ultimately be able to trace the alleged operation.

数千人成绩被修改震动整个体系
2026年8月5日公布的2025年度地方公务员考试核查数据显示，共有438,277人报名，其中279,949人实际参加考试，最终共有55,193人进入录取候选名单。
最受关注的数据，是调查发现共有5,925人的考试成绩存在被修改情况。
其中5,145人原本考试不合格，却在成绩被修改后变为合格；另外774人原本已经通过考试，但成绩仍被进一步增加。
