ผศ.นพ.ตุลย์ สิทธิสมวงศ์ ส่งหนังสือถึง นายอนุทิน ชาญวีรกูล นายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงมหาดไทย ขอให้ขยายขอบเขตการสอบสวนวินัยร้ายแรง กรณีทุจริตการสอบแข่งขันเพื่อบรรจุเป็นข้าราชการส่วนท้องถิ่น
ประเด็นสำคัญอยู่ที่การขอให้ตรวจสอบ บุคคลที่เกี่ยวข้องในกระบวนการก่อนหน้าการเข้ารับตำแหน่งของอธิบดี สถ.คนปัจจุบัน เพื่อให้การสอบสวนครอบคลุมตั้งแต่ขั้นตอนจัดทำ TOR การจัดจ้าง ไปจนถึงกระบวนการสอบและประกาศผล
หนังสือระบุว่า กระทรวงมหาดไทยได้ตั้งคณะกรรมการสอบสวนวินัยร้ายแรงข้าราชการและเจ้าหน้าที่ที่เกี่ยวข้องจำนวน 5 ราย ในคดีทุจริตการสอบแข่งขันข้าราชการส่วนท้องถิ่น
แต่ ผศ.นพ.ตุลย์ตั้งข้อสังเกตว่า หากการสอบสวนมุ่งไปที่บุคคลซึ่งดำรงตำแหน่งในช่วงปลายของกระบวนการเพียงอย่างเดียว อาจยังไม่ครอบคลุมข้อเท็จจริงทั้งหมด
โดยเฉพาะเมื่อกระบวนการจัดสอบเริ่มต้นขึ้น ก่อนนายธีรุตม์ ศุภวิบูลย์ผล เข้ารับตำแหน่งอธิบดีกรมส่งเสริมการปกครองท้องถิ่น
🔥 เปิดไทม์ไลน์ — กระบวนการเริ่มก่อน “ธีรุตม์”
ผศ.นพ.ตุลย์ระบุว่า นายธีรุตม์เข้ารับตำแหน่งอธิบดีกรมส่งเสริมการปกครองท้องถิ่นเมื่อวันที่ 12 พฤศจิกายน 2568 ก่อนการสอบแข่งขันซึ่งจัดขึ้นวันที่ 7 ธันวาคม 2568 เพียงประมาณ 3 สัปดาห์
ขณะที่ขั้นตอนการจัดสอบเกิดขึ้นมาก่อนหน้านั้น
ในช่วงที่ นายนฤชา โฆษาศิวิไลซ์ ดำรงตำแหน่งอธิบดีกรมส่งเสริมการปกครองท้องถิ่น มีการประกาศยกเลิกผลการประกวดราคาครั้งหนึ่งเมื่อวันที่ 13 กุมภาพันธ์ 2568
จากนั้นมีการดำเนินการประกวดราคาครั้งใหม่ และเมื่อวันที่ 26 มิถุนายน 2568 มีประกาศให้ มหาวิทยาลัยศรีนครินทรวิโรฒ (มศว.) เป็นผู้ชนะการเสนอราคาในการจัดสอบ
ด้วยเหตุนี้ ผศ.นพ.ตุลย์จึงเห็นว่า การตรวจสอบไม่ควรจำกัดอยู่เฉพาะช่วงที่นายธีรุตม์เข้ามารับตำแหน่ง แต่ควรย้อนตรวจสอบกระบวนการตั้งแต่ต้นทาง
ทั้งนี้ หนังสือย้ำชัดว่า การเสนอให้สอบสวนนายนฤชาไม่ได้หมายความว่านายนฤชามีความผิด แต่เป็นการขอให้ตรวจสอบข้อเท็จจริงในช่วงเวลาที่เกี่ยวข้องกับกระบวนการจัดสอบ
🚨 จี้สอบเพิ่ม “คนร่าง TOR–กรรมการ กสถ.”
นอกจากอดีตอธิบดีแล้ว ผศ.นพ.ตุลย์ยังเสนอให้ตรวจสอบข้าราชการและบุคคลที่เกี่ยวข้องเพิ่มเติม โดยระบุถึง
* รองอธิบดีกรมส่งเสริมการปกครองท้องถิ่น โดยเฉพาะ นายศิริพันธ์ ศรีกงพลี ซึ่งระบุว่าเป็นผู้ร่วมร่าง TOR

เป้าหมายคือการตรวจสอบให้เห็นภาพตั้งแต่ ต้นทางการจัดสอบ → TOR → การจัดจ้าง → กระบวนการสอบ → การตรวจข้อสอบ → การประกาศผล
💥 “เรื่องมันจบแล้ว” ถูกหยิบมาตั้งข้อสังเกต
หนังสือยังอ้างถึงคำให้สัมภาษณ์ของนายอนุทินเมื่อวันที่ 3 สิงหาคม 2569 ที่ระบุว่า “เรื่องมันจบแล้ว”
ผศ.นพ.ตุลย์ระบุว่า คำพูดดังกล่าวสร้างความคลางแคลงใจและความกังวลว่า การสอบสวนอาจไม่สามารถขยายไปถึงผู้ร่วมกระทำความผิดทั้งหมด
จึงเรียกร้องให้นายกรัฐมนตรีสั่งการคณะกรรมการสอบสวนของกระทรวงมหาดไทย ขยายขอบเขตการตรวจสอบไปยังบุคคลที่เกี่ยวข้องเพิ่มเติม
พร้อมขอให้ขยายผลต่อไปหากพบพยานหลักฐานเชื่อมโยงถึงบุคคลอื่น
⚠️ “ต้องสอบให้ครบ ไม่ใช่จบที่ใครบางคน”
ใจกลางของหนังสือฉบับนี้คือข้อเรียกร้องให้กระบวนการสอบสวนเดินไปถึง ต้นตอของการจัดสอบ ไม่ใช่หยุดอยู่เพียงผู้ดำรงตำแหน่งในช่วงท้ายของกระบวนการ

Urgent: Dr. Tul Calls on Anutin to Fully Probe Local Government Exam Fraud, Warns Against Limiting Investigation to Five Officials

Assistant Professor Dr. Tul Sittisomwong has submitted a letter to Prime Minister and Interior Minister Anutin Charnvirakul, calling on the government to broaden the scope of a serious disciplinary investigation into alleged fraud involving competitive examinations for local government civil service positions.
The key demand is for investigators to examine individuals involved in the process before the current director-general of the Department of Local Administration (DLA) assumed office, ensuring that the inquiry covers the entire chain — from the drafting of the Terms of Reference (TOR) and procurement process to the examination itself and the announcement of results.
According to the letter, the Ministry of Interior has already appointed a committee to conduct a serious disciplinary investigation into five civil servants and officials allegedly linked to irregularities in the local government recruitment examination.
However, Dr. Tul raised concerns that focusing only on individuals who held positions toward the end of the process may fail to uncover the full facts of the case.
This is particularly significant because the recruitment process began before Teerut Supawiboonphol took office as director-general of the Department of Local Administration.
Timeline Under Scrutiny — Process Began Before Teerut Took Office
Dr. Tul stated that Teerut assumed the position of DLA director-general on November 12, 2025, just around three weeks before the competitive examination was held on December 7, 2025.
However, key steps in organizing the examination had taken place months earlier.
During the tenure of former DLA director-general Narucha Khosasivilai, the department announced the cancellation of an earlier procurement result on February 13, 2025.
A new bidding process was subsequently launched, and on June 26, 2025, Srinakharinwirot University (SWU) was announced as the successful bidder contracted to organize the examination.
Dr. Tul therefore argued that the investigation should not be restricted to the period after Teerut took office, but should trace the process back to its origin.
The letter explicitly stressed that the request to investigate Narucha does not imply that he committed any wrongdoing. Rather, it seeks a factual review of decisions and procedures that took place while he was in office and were connected to the examination process.
Calls for Probe Into TOR Drafters and Central Examination Committee
In addition to the former director-general, Dr. Tul proposed that the investigation be expanded to cover other civil servants and individuals involved in the process.
Those named for further examination include:
- Deputy directors-general of the Department of Local Administration, particularly Siriphan Srikongplee, who the letter identifies as having participated in drafting the TOR;
- Former departmental inspectors, particularly Manas Suwannarin, who was also identified as having taken part in drafting the TOR;
- Members of the Central Committee for Local Government Personnel Competitive Examinations (Kor Sor Thor / กสถ.), including representatives from the Ministry of Interior, the Department of Local Administration and local government authorities.
The stated objective is to reconstruct the full process from beginning to end:
Initial planning → TOR drafting → procurement → examination process → answer-sheet marking → announcement of results.
Anutin’s “The Matter Is Over” Remark Draws Scrutiny
The letter also referred to comments made by Anutin on August 3, 2026, when he was quoted as saying that “the matter is over.”
Dr. Tul argued that the remark had raised doubts and public concern over whether the investigation would be allowed to expand far enough to identify all individuals who may have been involved.
He therefore called on the prime minister to instruct the Ministry of Interior’s investigation committee to widen its inquiry to include additional individuals connected to the case.
He also urged investigators to continue expanding the probe if evidence emerges linking other individuals to the alleged wrongdoing.
“Investigate the Entire Process, Not Just Stop With Certain Individuals”
At the heart of the letter is a demand for investigators to trace the case back to the origin of the recruitment and examination process, rather than stopping with officials who only held their positions during its final stages.
Dr. Tul further argued that widening the investigation would help address public suspicion over whether the case was being deliberately cut short or whether certain politically influential individuals might escape scrutiny.
The local government civil service examination fraud case is therefore likely to remain under close public watch, with a central question still unresolved:
Will the investigation end with the five officials currently under scrutiny, or will it be expanded all the way back to the beginning of the examination process?
