ทหารไทยเคลียร์พื้นที่บ้านหนองรี จ.ตราด พบ #ทุ่นระเบิด สังหารเกลื่อน หลักฐานชี้ชัดเป็นทุ่นระเบิดใหม่ กัมพูชาละเมิดกฎหมายระหว่างประเทศ ไม่สามารถตีความว่าเป็นของเก่าอย่างที่กล่าวอ้าง
29 ธ.ค.2568 พล.ร.ต.ปารัช รัตนไชยพันธ์ โฆษกกองทัพเรือ เปิดเผยว่า ตามที่กองทัพเรือ โดยกองบัญชาการป้องกันชายแดนจันทบุรีและตราด (กปช.จต.) ได้ดำเนินการเข้าควบคุมและเคลียร์พื้นที่บริเวณบ้านหนองรี (บ้านสามหลัง) จ.ตราด นั้น ปรากฏในช่วงหลายวันที่ผ่านมา หน่วยปฏิบัติการทุ่นระเบิดด้านมนุษยธรรม กองทัพเรือ (นปท.2/นปท.ทร.) ได้ตรวจพบทุ่นระเบิดสังหารบุคคล และทุ่นระเบิดดัดแปลง อีกเป็นจำนวนมากในพื้นที่ดังกล่าวอย่างต่อเนื่อง
โดยก่อนหน้านี้ นปท.ทร. ร่วมกับ ทหารช่าง จากหน่วยบัญชาการนาวิกโยธิน ได้พบหลักฐานชิ้นสำคัญ ได้แก่ คู่มือการใช้งานทุ่นระเบิดสังหารบุคคลแบบ PMN-2 และแผนที่การวางสนามทุ่นระเบิดโดยรอบฐานบ้านหนองรี ซึ่งเป็นหลักฐานที่มีความชัดเจน สอดคล้องกัน และเชื่อมโยงโดยตรงกับการวางกำลังของทหารกัมพูชาในพื้นที่นี้
หลักฐานทั้งหมดไม่สามารถตีความได้ว่าเป็น “ทุ่นระเบิดเก่าที่ตกค้างจากอดีต” ได้ตามที่ฝ่ายรัฐบาลกัมพูชากล่าวอ้างมาโดยตลอด หากแต่เป็นการยืนยันอย่างชัดแจ้งว่า กองทัพกัมพูชามีเจตนาใช้ และสะสมทุ่นระเบิดสังหารบุคคลมาอย่างต่อเนื่องและเป็นระบบ การกระทำดังกล่าวถือเป็นการละเมิดกฎหมายมนุษยธรรมระหว่างประเทศอย่างร้ายแรง และเป็นการฝ่าฝืนพันธกรณีตาม อนุสัญญาว่าด้วยการห้ามใช้ สะสม ผลิต และโอนทุ่นระเบิดสังหารบุคคล ค.ศ.1997 (Ottawa Convention) ซึ่งกัมพูชาเป็นรัฐภาคีและมีหน้าที่ต้องปฏิบัติตามอย่างเคร่งครัด จากข้อเท็จจริงและพยานหลักฐานที่ปรากฏอย่างเป็นรูปธรรม คำชี้แจงของฝ่ายกัมพูชาที่ผ่านมา ไม่สอดคล้องกับสถานการณ์จริงในพื้นที่ และเป็นที่น่าตั้งคำถามอย่างยิ่งว่า ประชาคมระหว่างประเทศ จะยังสามารถเชื่อถือถ้อยแถลงดังกล่าวได้อีกหรือไม่
กองทัพเรือจะยังคงดำเนินการตรวจสอบ เก็บกู้ และรวบรวมพยานหลักฐานอย่างรอบคอบ พร้อมยึดมั่นในหลักกฎหมายระหว่างประเทศ เพื่อปกป้องความปลอดภัยของกำลังพลและประชาชนอย่างสูงสุด
Thai soldiers have secured and cleared Nong Ri Village, Trat Province, uncovering extensive evidence of newly deployed anti-personnel landmines, directly implicating Cambodia in violations of international law. The findings strongly refute claims that the mines were remnants from past conflicts and confirm they are part of a new, systematic deployment that cannot be interpreted as “old stock.”
On December 29, 2025, Rear Admiral Parach Rattanachaiphan, spokesperson of the Royal Thai Navy, stated that following the Thai Navy’s operation through the Chanthaburi-Trat Border Defense Command (KPC-CT), forces have successfully entered, controlled, and cleared the area around Nong Ri Village (also known as “Sam Lang Houses”). Over the past several days, the Navy’s Humanitarian Mine Action Task Unit (NPM-2/RTN) together with Marine Corps combat engineers have continuously detected and recovered large numbers of lethal anti-personnel landmines, including improvised and modified variants scattered across the zone.
Prior to this, Thai naval and engineering units discovered critical corroborating evidence, including operational manuals for PMN-2 anti-personnel mines and detailed maps of minefield layouts surrounding the Cambodian military positions at Nong Ri Base, clearly aligned with current Cambodian force deployments. The Royal Thai Navy concluded that the evidence collectively confirms deliberate and organized use, accumulation, and structured storage of landmines by Cambodian forces. These actions constitute severe breaches of international humanitarian law and violations of obligations under the 1997 Ottawa Convention (Mine Ban Treaty), to which Cambodia is a signatory state legally bound to full compliance.
The Navy reaffirmed that all ongoing Cambodian government explanations contradict the reality on the ground and raise serious concerns over credibility within the international community. The Royal Thai Navy will continue mine clearance, recovery, evidence documentation, and forensic verification operations in strict adherence to international law to ensure maximum protection for both Thai personnel and civilians.
